Exhausted and overworked, Doria Venn is trying to hold the city together with a guard force stretched far too thin. She is pragmatic and efficient -- she dispersed the mob at the carnival, took statements, and moved on. When the party helped with the situation, she thanked them and mentioned that the guard is stretched thin, adding that there have been “strange things in the city lately.”
